You should cover your roses late into the fall as much as possible to protect them from winter. One of the ways to protect roses for the winter is by making sure they go totally dormant, stop fertilising early enough to slow growth. To further increase dormancy, stop dead-heading or cutting flowers after October 1 and let the plant form hips.
