If you got your driving licence before 2001, you can ride a moped without L-plates. The DVLA encourages people to take additional training just to ensure that the driving skills are good but this is not a legal requirement.

In Canada, you may ride a scooter with an engine smaller then 50cc if you've got your regular license. bigger then that and you'll need your motorcycle endorsement.
