i think it depends on each case. if you are likely to get it it can take a lot longer to process your application. if they were going to turn you down for it they usually tell you

Hi yes you can ask. Mine was refused so I asked them to look at it again, the decision still came back as no, so I wrote to them telling them that I wish to appeal against their decision
