Welfare is where the government plays the primary role in providing the protection and promotion of economic and social well being for its citizens. The welfare state was set up to promote equality of opportunity, equal distribution of wealth and provision of public responsibility for those who are unable to cater for themselves the minimal provisions for a good life.
